The Morgan County Council approved our LDCD budget at their September 12, 2012, meeting. A large chunk of the budget is paying Morgan County back for the zero interest loan that LDCD is using to get us to next June when we will receive the first tax assessment income. The budget also includes monies for lake treatment, mowing, mailings, public notification, legal, rainy day fund, etc.

We added tree removal to the budget since we have a couple of trees that are a problem. The Asian Beetle being the worst because it first attacks maple trees which are so plentiful and then other tree species as it is not species specific. New Signs Installed

Just a reminder, the next meeting of the Lake DeTurk Conservancy District will be, Tuesday, September 4, 2012, at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street. At this meeting we hope to have the revised copy of our District Plan back from Burke for another, and hopefully final review. Our extended deadline to have it back to IDNR is September 20.

I am sure those that live around the lake have noticed that the new signs are up. Thanks to board member John McGauley for taking the lead and getting these signs installed. We have an extra sign in reserve and the text portion of the signs can be replaced fairly cheaply if they are vandalized. I had a report yesterday that the Martinsville Police Department had asked someone at the beach to leave. The fact that the signs list our lake rules and usage rights give the officers what they need to do their job. Thanks John for initiating this process and seeing it through.

At last night’s meeting we reviewed the results of the survey that many of you participated in earlier this summer. Thanks to all who took the time for feedback. There were clear trends in some areas and not so clear in others. Because of this, there most likely will be times when another survey will be needed for specific issues. At that time more specific information will be available to you to aid in your input and we will have more time to spend crafting the questions. There were many comments also provided and the Board is reading those comments. I personally found great counsel in some of the comments.

One thing that I want to stress is that we are not a homeowners association, we are a conservancy district. The LDCD Board has no authority, nor do we want the authority, to tell you how many cars you can have in your driveway or what color you can paint your front door. We are tasked with overseeing the LDCD property. We also do not desire to turn Shireman into a gated community, we desire as best we can to return Shireman to what it was 30 years ago.

One thing that we can do is, at times, be a representative for the residents with the City. For example, there have been a rash of Friday night toilet paper parties and egg tossing. This has occurred several times this summer. Due to this we have been asked to approach the MPD about increasing late night patrols in Shireman on Friday nights. I think this is good use of the District and I hope to be able to speak with the Chief of Police in the next few days regarding this matter. Others have concerns about speeding and I will mention that also. We just have to make sure that we are not running to the City with too many issues. We don’t want to get a “high maintenance” label.

The minutes from the last three meetings prior to this past Tuesday’s meeting have been approved and added to the website.

The rumor mill has been churning out some quality grist again. The latest is that Burke Engineering submitted a proposal to us for dam repairs amounting to $1,000,000. Just typing that gives me a Dr. Evil flashback. Folks, that rumor is false. Burke continues to work on our District Plan as well as the engineering study that is a required part of that plan. To date, we have no proposal nor any costs nor have we seen the results of the engineering study.

Survey and Rumors

The next meeting of the Lake DeTurk Conservancy District will be, Tuesday, July 24th at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street. During this meeting we will be working on the budget for 2013 that needs to be submitted to the Department of Local Government Finance at the end of this month.

I would like to ask all of you that have yet to fill out the online survey to please do so. We have decided to leave the survey open for a couple of more weeks because only about 30% of the freeholders have chosen to participate at this time.

Burke Engineering was present at last night’s meeting and we provided input about projects that we might someday like to do so that they could add them to the district plan. Burke is on track to have the plan completed by IDNR’s August 20th deadline. Burke also reported on a lake in Owen County whose dam breached in the “08” flood and the home values dropped 50% overnight because the lake was the only amenity. This is more proof that with the exception of the people, our dam is our neighborhoods greatest asset.

We heard some great rumors at last night’s meeting. Apparently there is a rumor going around that we are going to build a swimming pool. That is incorrect. It would be difficult to make a case that a pool falls under the purpose of a conservancy district. We also heard that the insurance for the District was going to cost around 30k per year. Again, that is incorrect. Our insurance at this time is roughly 10% of that and averages less than $20 per freeholder per year. If you hear a rumor let us know; nothing good ever comes from them so let us let the facts prevail.

2012 LDCD Courtesy Cards

The LDCD Board will soon mail 2012 courtesy ID cards to each property owner using the mailing address on record.  These courtesy cards include the owner’s property address, lot #, and district area.  If any errors are found, owners should complete the contact form to help the board update our records.

Dam Engineering Study

As new owners of the Lake DeTurk Dam, our conservancy district needs to learn more about our 41 year old dam to best manage for the long term. In the next couple of weeks, you will see activity in the area of the dam and spillway. Christopher B. Burke Engineering (CBBEL) staff and their contractors will soon begin the engineering work needed to support the District Plan required by the Indiana Department of Natural Resources (IDNR). CBBEL will complete the following studies and report back to the Board by the end of July.

  • a. Field inspection of the dam to determine general dam condition
  • b. Accurate topographic ground survey of dam embankment, spillway system, and abutments. Survey will provide 1 foot contours and identify property lines.
  • c. Geotechnical engineering investigation – current limited data in IDNR reports; required for DNR approval of work permits
  • d. Conduit video inspection – document condition of pipe
  • e. Develop a hydrologic model; determine land use; determine spillway capacity and whether it meets the national standard 50% PMP (27 inches rain/6 hour) which IDNR has adopted.
