This is being done to deter the continued pressure we experience from outside the conservancy to use the lake, and to better manage freeholder compliance with registration requirements.

Beach Cleanup

As mentioned earlier in our mailing to residents, we will be doing some work around the common areas this Saturday.  Those who wish to help should meet at the beach area at 8am.  The group will split from there depending on numbers.  Activities will  include trash removal, trimming and dragging of overgrowth, removal of down or dead trees, weeding and general yard-type clean-up.  Bring whatever tools you think might be useful.  Weather is expected to be clear but cool.  Help for whatever time you can, as we are planning to spend about 4 hours.

Watercraft Rules and Registration

Greetings Neighbors,

At least once per year the LDCD Board provides a USPS mailing to distribute key information. You should receive this letter next week. Otherwise, the Board relies on our website and emails to effectively communicate with all owners. Digital communications significantly reduce LDCD costs.

Please read our letter closely and follow-up with any questions you may have as these are items that may affect you as a freeholder in our conservancy district.

1. Courtesy Cards – Included is your Courtesy Card for this year which you should carry when using conservancy common areas. You may make copies of the card.

2. Watercraft Registration and Rules Policy – Included is the new policy indicated. Please read and complete the registration form properly so that your watercraft can be identified as the property of a member of the conservancy. This is required.

3. Watercraft Removal – We must ask that any watercraft now stored on the dam or on common area property be removed. This improves the general appearance of the lake and helps to eliminate erosion problems on the dam, which was noted in our recent inspection. Any watercraft not removed by April 20, 2013, will be moved to the tennis courts area and locked there temporarily until the board disposes.

Board Changes for 2013

The next board meeting for the Lake DeTurk Conservancy District will be,  Tuesday, January 22nd at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street. 

For those of you that subscribe to the Reporter, be looking for the posted notice for the District’s Annual Meeting to be held on Tuesday, February 12th at 7pm in the Lucille Sadler Room in the Morgan County Administration Building.  We only had one candidate from District 2 come forward to run so there will not be an election this year.  Thanks to Ron Reinhart for agreeing to serve.  At the February 12th meeting Ron will sign the Oath of Office and the Board will re-structure somewhat. My new responsibilities as Board Chair for the YMCA will prevent me from continuing as Board Chair of the LDCD.  I will still be serving, just not in this capacity. Those YMCA responsibilities were agreed to two years ago.  I took on the role of Chair for the LDCD last March with everyone on the Board understanding that I would only hold that position for the first year due to the previous commitment.

Neighborhood Income Survey

The Lake Deturk Conservancy District (LDCD) is applying for a Community Development Block Grant (CDBG) from the Indiana Office of Community and Rural Affairs (OCRA) for the purpose of improving the Lake Deturk Dam. As a requirement of the application process, LDCD must provide combined family income information for the households within the District. The significant OCRA grant funds are available for a very limited time on a first come basis. Once the money is awarded, it may be several years, if ever, that grant monies are again available.

In the coming days, those of you who have a household in the District will receive the income survey via the US mail. The anonymous survey will only take a few moments of your time. Instructions are included on the back of each survey. LDCD will keep all information provided by you strictly confidential and will use only a collective summary of the information in the grant application. Representatives of LDCD will never ask for any personally identifiable information such as your social security number or bank account information.

I urge you to complete this survey as quickly as possible and return it immediately so that the Board can complete the grant application process. If your survey is not returned, representatives from LDCD will contact you beginning November 17, 2012. Any individuals contacting you will identify themselves as working on behalf of LDCD. Your continued support and participation in this data collection process is CRUCIAL for the success of the grant application.

OCRA Grant Possibility

I just wanted to let everyone know that we are having a meeting of the Lake DeTurk Conservancy District, Tuesday, November 6th at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street.

The purpose of this meeting is to discuss what needs to be done in order to apply for a grant from OCRA’s newly replenished dam and levee fund. The timing for this fund could not be better, if we qualify for the program. If we do qualify, the funds would be used to upgrade our spillway system to meet the guidelines for a high hazard dam. The funds are first come first served so time is critical. Everyone is welcome to attend but there will be less opportunity at this particular meeting for input from those that are not directly involved with the grant process.

Additionally, we need 10 hardship letters submitted as part of the grant application. These need to come from freeholders. I believe you could make a case for the hardship that would be brought on by an increased tax levy or the hardship to property value losses based on losing the lake due to lack of funding to meet the high hazard requirements. If you have been looking for a way to help the conservancy, writing one of these letters would be a way to go about it.

Finally, in the coming weeks some of you will be called upon to answer an income survey as part of the grant application process. You will be asked to answer how many live in your home, and based on that, if your income is above or below a set amount tied to the number living there. Preliminary Engineering Report Presentation

The next meeting of the Lake DeTurk Conservancy District will be, Tuesday, October 2, 2012, at 7:00pm in the fellowship hall (basement) of the First Christian Church at 89 South Main Street.

At this meeting Brian McKenna from Burke Engineering will present the findings of the preliminary Lake Deturk Dam engineering report that the District will file with IDNR. This report is part of the District Plan that IDNR mandates each conservancy district provide in the first year of their existence.

It is important for all to know that Burke’s analysis has indicated there are several homes downstream from our dam that would be significantly impacted if our dam were to breach during extreme conditions. Their recommendation to IDNR is that our dam classification be changed from a low hazard to high hazard. If IDNR accepts their findings as accurate, and the classification is changed, it would require an upgrade to our spillway system.

I would ask all in attendance on Tuesday night to keep the questioning centered on the engineering report. We do not wish to pay Brian to be present at the meeting while the Board and our attorney answer questions about other issues that Brian cannot answer.

This is tentative as we await final approval from the Department of Local Government Finance. Budget Approved; Insects killing trees

The Morgan County Council approved our LDCD budget at their September 12, 2012, meeting. A large chunk of the budget is paying Morgan County back for the zero interest loan that LDCD is using to get us to next June when we will receive the first tax assessment income. The budget also includes monies for lake treatment, mowing, mailings, public notification, legal, rainy day fund, etc.

We added tree removal to the budget since we have a couple of trees that are a problem. Looking to the future with the Emerald Ash Borer spreading through the State and the Asian Long-Horned Beetle in Cincinnati and primed to enter Indiana, tree removal will become a growing issue for the Board and  home owners. The Asian Beetle being the worst because it first attacks maple trees which are so plentiful and then other tree species as it is not species specific.
